The first phase of EISEA will run until the end of 2025. During this period, the focus will be on advising local authorities on building renovation, finding district heating and public transport solutions and setting up energy cooperatives.

In the first phase, 12 projects will be implemented, resulting in 11 GWh of primary energy savings and a reduction of 3712 tonnes of CO2 emissions per year. In addition, renewable energy production will be increased by 42 GWh, which will contribute significantly to meeting sustainability and environmental targets.

In the second phase, 2026-2027, the aim is to expand services, focusing on renovating 16 buildings to improve energy performance and introduce new zero-emissions heating solutions, selecting the next generation or public transport vehicles (either electric or converted to renewable fuels) and stimulating additional renewable energy production. There will also be an emphasis on resource efficiency for businesses and on energy storage devices.

The third phase, from 2028 to 2030, will focus on the development of additional services. Activities in this stage will bring higher quality and quantity impacts to the region, resulting in even better energy efficiency and renewable energy solutions.
