The Estonian Islands Energy Agency’s first year

The islands of Western Estonia face similar challenges – dispersed settlement, logistical costs, an ageing building stock, limited technical support and uneven development of energy infrastructure. The Estonian Islands Energy Agency (EISEA), a social enterprise supporting municipalities, communities and businesses on the islands of Saaremaa, Hiiumaa, Muhu, Vormsi, Kihnu and Ruhnu in implementing sustainable energy use and production projects, is trying to find solutions to these problems.

Project report summary of 01 July 2024 to 31 March 2025

EISEA will support local leaders to deliver a step change in progress towards carbon neutrality by 2040 in the West Estonian archipelago. An Energy Agency is created, to drive public authorities, communities, and the whole region.

Promotional Package

This document focuses on EISEA’s communication strategy, highlighting the key
channels used to reach island residents and engage target audiences. The communication efforts ensure the agency’s visibility, increase awareness, and encourage active involvement, contributing to a sustainable energy future for the islands.

Risk Management Plan

The Estonian Islands Energy Agency has developed a Risk Management Plan to
effectively manage risks associated with its work and this being funded by the
European Union’s LIFE program. The plan aims to identify, assess, and mitigate risks
that could impact the objectives, ensuring compliance with funding requirements and
facilitating smooth project execution.
