Canada–Estonia Partnership Advances Community-Centred Clean Energy

The Estonian Islands Energy Agency (EISEA) and the Canadian University of Victoria-led Accelerating Community Energy Transformation (ACET) are launching a collaboration to conduct three comprehensive studies on the development of local renewable energy in the Western Estonian islands. These studies will address the technical, economic, and social aspects of renewable energy development.

The partnership aims to identify optimal models that enhance the islands’ energy security, support local economic growth, and increase community engagement and resilience.

In the fall of 2025, the ACET and EISEA teams visited the Western Estonian islands and mapped information to initiate cooperation.

Sulev Alajõe, Director of the Estonian Islands Energy Agency, states:
“The Estonian islands require a fundamental energy transition supported by robust, evidence-based decisions to ensure local energy production that reflects community expectations. These studies will enable us to evaluate projects holistically and guide investments toward sustainable, long-term benefits.”

The studies will also involve Estonian academic institutions TalTech and the University of Tartu, whose contributions will ensure scientific rigor and a thorough understanding of the local context.

The research will commence in 2026 and be carried out sequentially.

The first study focuses on the biogas systems and circular economy business models on Saaremaa, Estonia’s largest island, including an assessment of biochar and other bioproducts, as well as integration with district heating solutions. This research will provide insights into how biogas projects can diversify the local economy and prepare forthcoming European Union regulations regarding biogas utilization.

The second study examines the social impacts of large renewable energy projects on island communities. It explores how residents’ worldviews influence their attitudes towards such projects. The goal is to develop scientifically grounded models that support transparent, fair, and inclusive planning of renewable energy developments, taking community interests into account.

The third study investigates the role of energy communities in strengthening and securing local energy systems. This involves monitoring a pilot project on Hiiumaa, Estonia’s second-largest island, that integrates renewable energy production, energy distribution, and sustainable transport solutions to enhance regional energy security. The study will incorporate Canadian experiences with energy cooperatives and community-owned energy solutions, providing international research and development support to Estonian islands and creating valuable comparative data for both countries.
